Chairman Pearson called the meeting to order at 7:05 p.m.
A. Meeting Minutes:
Motion: A motion was made by J. O’Connell and seconded by J. Weis to approve the minutes of September 19, 2012 as written. The motion passed unanimously.
Motion: A motion was made by J. Weis and seconded by J. O’Connell to approve the minutes of October 3, 2012 as written. The motion passed with a vote of three in favor (Pearson, O’Connell, Weis) and one abstention (McCamic, who was not present at that meeting).
B. 24-28 Rolfes Lane/Wilshire Road Subdivision:
Mark Griffin, attorney for the applicant, presented final, clean copies of the Conservation Restriction, Homeowners’ Trust, and Open Space Management Plan for the Board’s review and approval. The Board members proposed minor amendments.
Motion: A motion was made by J. Weis and seconded by J. O’Connell to approve the latest versions of Conservation Restriction, the Homeowners’ Trust, and the Open Space Management Plan as amended. The motion passed unanimously.
Steve Sawyer of Design Consultants, Inc., reported that the redesign of the stormwater management system had been approved by the Board’s review engineer. M. Taylor confirmed the approval.
Motion: A motion was made by J. Weis and seconded by J. O’Connell to approve the redesign of the stormwater management system. The motion passed unanimously.
Jack Tremblay, landscape architect, answered questions about the proposed plantings around the fountain in the smaller piece of open space.
C. Florence Bushee Lane – Lot Release Request and Declaration of Private Way:
Steve Sawyer of Design Consultants, Inc., submitted a Form E requesting release of all three building lots in the subdivision and a Declaration of Private Way and Maintenance Covenant regarding maintenance of the road. The Board requested amendments to both documents, in particular the Declaration of Private Way, which should be replaced by a Homeowners’ Association Agreement. Revised final versions will be submitted for review prior to the Board’s next meeting.
D. Marsh Meadow OSRD and Preservation Restriction:
M. Taylor reported that she and D. Powell met with Town Counsel to discuss the procedures for amending the Certificate of Approval for the Marsh Meadow OSRD Special Permit. D. Powell will draft the proposed amendments and submit them to the Board for review and comment.
E. Update of Subdivision Rules and Regulations and Stormwater Regulations:
J. O’Connell reported that the updated draft of the Subdivision Rules and Regulations requires some additional work and will be sent out for review before the next meeting. As part of the review, he asked the Board members to consider whether to increase the minimum width of rights-of-way to accommodate “country drainage” and whether to require permeable pavement, which has higher installation and maintenance costs.
On a motion made by J. Weis and seconded by J. O’Connell, the meeting was adjourned at 8:40 p.m.
